    I would highlight the first sentence in the conlusion of the report:

    One question remains regarding Iraq's terrorism capability: Is there anything in the captured archives to indicate that Saddam had the will to use his terrorist capabilities directly against United States? Judging from examples of Saddam's statements (Extract 34) before the 1991 Gulf War with the United States, the answer is yes.

    There is no doubt that Saddam possessed and intended to use terrorism as a tool of the state, including positioning, equipping, and training transnational terrorists.

    Regardless, indeed, there is no "smoking gun" on AQ/Iraqi collaberation, but there is equally no justification for the "Iraq was not a threat" mantra being parroted by left of center talking heads.
